I have a problem when i play any game under load my psu start makes a loud noise sounds like blowing air very hard but its not like that and when i quit the game the psu noise decreases so is it a problem?? i have seasonic s12 620watt rtx 2080 i5 9600k

i have a problem when i play anything the temp goes high fast it rises from 55c to 67 or 70 in just 5 sec or less and the maximum temp was 81 so is it a problem? Should i re-install gpu drivers? I have msi rtx 2080 gaming x trio

Is 620 watt psu enough for i5 9600k and rtx 2080 gaming x trio which is the gpu recommend psu is 650watt
