Since it is out of warranty now, I would suggest taking it into your own hands and opening the PS4 Pro up and fixing the issue yourself.
Click here to view the tutorial and see what the potential problem is. Unfortunately, the console used in the video is the standard PS4 but this may work for the Pro as well. You can decide whether this will help or whether you want to do this, my expertise on PlayStation is lacking so sorry if this doesn't help at all.

You can usually find speakers a-plenty at your local thrift store.
Get a decent receiver and then fill out as you go.

hate to say this but your not getting 5.1 w speakers for that price...hell you couldnt get a descent 2.1 sound bar for that

amazon has a few used discontinued 5.1 receivers for that price range yet still youd have to get speakers
wait found these 2 but no idea how they sound but will hook up to your tv via optical (this connection is what you need for 5.1)

You need to work out a few key details first.
What are you using it for? Movies, Games, TV, Music?
What is your source? Consoles, PC, Laptop, TV Tuner, etc.
Your budget is very very low, so i would write off anything new. I have worked in home cinema for 10 years now and something i tell a budget conscious client about home cinema is that it doesn't need to be built overnight. You will find that spending more on a stereo setup can give you better sound staging than a really cheap 5.1 or soundbar.
So, your battle plan... If this is for a living room setup (Ie, TVs, Consoles and movies) I would recommend getting a second hand AV receiver, two bookshelf speakers and some speaker cable. Over time you will get the money for a subwoofer (2.1) then a center speaker (3.1) then add some surround speakers (5.1). Mix and match components to fit your budget or requirements at the time. Have a look at reviews for manufacturers, lots of them are good at one thing. So if you're only going to listen to music then get something by Yamaha, if its more movies and games, maybe a pioneer, Onkyo or marantz Etc, etc.

As @kirashi says, as a precaution back up your data, as its possible there is a problem.
That being said, if there are no SMART warnings and it passes health checks it may be fine, some older drives get noisy over time, I have several old 1TB drives that grind like anything while seeking, but there is nothing wrong with them, that's just the way they are.
The noise comes form the Actuator and arm, some of them over time get noisy under rapid movement, so as it moves back and forth over the platter is sounds like its grinding.
However if it starts ticking/grinding all the time, rather than just when being used, that indicates a major problem.

Make sure you have your data backed up, and keep using the drive til it dies. There's not a whole lot you can do, as HDD's are sealed units.

the voltage is insanely high, all core boost seems to be 4.9GHz so there is some OC going on.
My guess is that the motherboard is automatically trying to OC the CPU.
Disable it in BIOS. Usually its called MultiCore Enhancement (MCE)

Sometimes people have trouble getting these games up and running but that doesn't necessarily mean you can't. The more reviews you read, the more info you can find out.
TERA and Secret World Legends are two MMORPG games that I personally recommend only because I have spent a few hours playing both. Another one would be Black Desert Online if you really want a great MMORPG with high end graphics. You also have 13 hours and 20 minutes to snag it(from the time of this post) for just $4.99 before it goes back to $9.99. It's well worth $4.99 even if you barely find time to play it(like me).

Lightest are ones built-in to Blizz App, Steam, Windows and so on. But they also use variating bitrate. Meaning that when system is taxed more, quality will drop.
They are also easiest ones to setup. Streamlabs OBS is the easy one from actual streaming software. Streamlined skin of OBS, with their own support (mainly for plugins).
Just make sure your interent can do it and test it yourself. You need minimum 5mbps upload to good quality (Twitch recommends over 2mbps to stream at all).

a good aircooler is better than a cheap AIO. you usually have to go up into the 120-150$ range to get a worthwhile AIO.
aircoolers are also more reliable and do not have pump hum.

there are no cheap good AIOs.
that things fine, nothing earthshattering.
bequiet Dark rock 4 should fit just fine. There is also the Bequet Dark Rock TF which is low profile.
and as said in that other thread, the nh-d14 will fit just barely.

I have the RX 580 variant, which I got for a good deal at the time. I can tell you this:
It's the card as advertised, but it's loud! It's about bottom tier for cooling solutions.
If you don't care about some noise, it works just like any other version of the 570 (unless you wanna OC. Then just don't)
We aren't talking airplane loud or anything, but it certainly whirrs up when you start gaming.

they arent amazing, but they have their good and bad cards. Red Devil is one of the better ones.

I had the RX 570 Red Devil in a system, it was a great card and built very well.
Also had very high ASIC Quality. $100 for a new one is a good deal.

It was a good GPU for me.
For e-sports though, 570 is better choice with it lower power and just slightly slower depend on games.
