yes task manager says 100% and 15% and yes removed the old driver and ram is not the sam than the old one bec i changed all of them

Help needed 100% cpu usage and 1-15 % gpu usage while gaming I just bought new gpu and ram for my pc and now all of the games i play are taking 100% of the cpu and the gpu usage is really really low. And when i try to speak in Discord at the same time or watch stream from discord it just freezes and cuts out all the speach. it immediately comes back to life when i alt+tab Specs: intel core i5 8600k at 4.7ghz tuf gaming RTX 3070ti 32 gb gskill trident z 3000mhz 4 channel 4x8 gb windows 10 pro

i have an idea for a video using 2 different graphics cards in sli whitout sli bridge or whit unsuported cards i have heard this is possible by using modified driver for the cards whit differentsliauto software if this is possible at all people could use their old hardware to boost their gaming fps like me i am using gtx 1660 ti and i have one gtx 970 from my old system so i was thinking to make a use of it other than a paper weight

so i have this problem whit my motherboard i cannot change the color of my rgb lights on the motherboard whit flowing effect. they only work whit few effects and a single color and now i have noticed if i add fans to mb fan headers and use pulsing light effect the fans are going whit the lights slowing and speeding up again What could be the problem or is my mb broken
