I have made my HDD a FTP server with the help of Internet Information Services (IIS) Manager App which comes default with windows. When I turn on my pc, the server starts up, and I can access my files through wifi (router). I just have simply set it up so anonymous users can join. So people with my wifi access can join. I only use it for copying and deleting data from my phone. I do not have a Laptop.
I have noticed I can change the port but I can't change the ip to anyother than the one windows keeps as default which was 192.168.0.108.

Now the thing is, I've noticed for the past few days, I can't randomly connect to the ftp. So, I check the binding dropdown and sure enough it has changed to 192.168.0.105 at the last. It was also 106 a few days ago.
After, making it 105 (the new default), I can connect to the site albeit by changing the ip.

Why is it changing randomly? It's not related to restarts either. Somedays I restart and still can access the old ip. And it just changes randomly, it's such a nuisence to change it for every single ftp I have. I don't think it's a router issue, because I can temporarly fix it without going to router settings.
How can I fix this changing issue? Do you have any other local FTP recommendations which are better than this setup? Because this doesn't seem like the best setup.

You're asking a lot from a low end laptop. You either have to get a gaming laptop such as the Acer Nitro 5 with a Ryzen 5 4600H or a business laptop with good battery life. You can't afford both.
How could the MacBook be the far worst thing I can recommend. I truly disagree with that opinion. It might not be the best at gaming, but for battery life, it would stand out. A used MacBook is in OP budget.

If you have an iPhone/iPad/Mac use iMovie! And if you have a mac, use Quicktime Player to screen record!

OP, avoid this one.
I personally used something similar and worked just fine as he wanted. I ran Windows and Linux and performed very well. And very nice keyboard for school.
I truly prefer OP getting a MacBook.

I’m trying to use the built in windows tool to wipe the drive but I’m having continuing issues. Make sure you are not on a residential connection, many ISP's block hosting websites from residential connections.

Ah! Maybe usb to ethernet dongle, and connect to a switch. Since your phone is technically the router. Both iPhone and Android allow USB hotspot, but not sure with router.

I have an Old Nintendo Wii, rarely used (probably less than 25 hours) and is just sitting around. I was wondering what things is the community are doing with an old Wii or how I can make it more useful.
Btw, I am not interested to any games or emulation of games.
I was thinking in sense of media or something.
Maybe making it do something like a chromecast or something?

Nope. This problem actually exists on Lineage as well. I run a Reserrection Remix (based on Lineage) and I am unable to solve the problem via Magisk also.
But my phone was certified on Stock ROM

You will, but you could dual-boot both Windows and Linux, and slowly transfer your data! Then delete the partition of windows, and merge!

Maybe if you include the PSU, Case and storage, you could gain a higher profit. Just a bit of investment might really help you.
