Thanks for the help, I really appreciate the fact that you stopped me from getting a new CPU. The issue was not Windows, the issue was actually the cooler. I upgraded, again, to a different cooler and temps go perfect. Games now go smooth at max graphics and the cpu doesn't heat up. Thanks for the help!
