I use PPSSPP and played tons of titles. The titles are also free or you can just use the roms on your real psp if you have one.

They use a low powered GPU on the motherboard because there is no use for a GPU in a server unless you are going to utilize it for Compute workloads in which case you need it dedicated to the task. Servers sit in racks and even during setup it's rare to have a monitor connected to it, there are remote KVM options inbuilt in to servers for that (IPMI/iLO/iDRAC/IMM etc).
 
I wouldn't say Windows Server 2019 is buggy either, I've not used it much at all but I've not heard of any specific problems. The issue here is that Windows Server 2019 is on a newer NT Kernel version, newer than that of Windows 10 and Windows Server 2016, so drivers for Windows 10 that rely on more tightly integrated kernel hooks like a GPU driver is unlikely to work. It's no different to trying to use a Windows XP driver on Windows 7 or a Windows 7 driver on Windows XP, sometimes it works and sometimes it doesn't.

Could have a chance some other apps is slowing you down. Disable some apps and try not to use WiFi.
Also, have you tried to lower the settings. It sometimes makes a lot of increase in performance.

Nvidia doesn't support GeForce cards in servers, you should be able to get the drivers installed though. However I'm unsure if the driver installer puts any blocks in place for Windows Server OS but if it does you can just point Device Manager to the driver INF.
 
However I think you need to drop back down to Windows Server 2016 and use the Windows 10 64bit drivers, that should work. https://www.geforce.com/drivers/results/145534.

i know it is a evga card but wouldn't come with a driver disc

The CPU is old but I wouldn't just assume it's the problem. Go check the CPU usage on each core and your GPU usage during the game. If the GPU is at 100% usage then you can throw out the cpu bottleneck as the cause. If it isn't fully loaded then you will want to check to see if one of your CPU cores or threads is fully loaded. If this is the case then it is likely a CPU bottleneck. 

The issue was also in Linux, as I have a dual boot. Appears to have been BIOS as I said above

I don't believe anyone should know how to code unless, well, it's to do it as a profession. It should be something you can choose to learn if you're really curious.

For most games, being able to code doesn't open up a game's files like opening up a book. Sure, mods are one thing, but most games are locked down pretty hard.
Cheat Engine on the other hand...
 
If you want to mod a certain game, you'd be better off grabbing code off of the game, figuring out what it does, then editing it directly. I wouldn't call this "learning to code" - that'd be too broad of a statement.

So, if I get this right, no fans are spinning? That sound like the motherboard isn't too happy...
Sometimes a simple BIOS reset could do the trick, but doubtful in this case I guess.
Or it could still be the PSU, have you tried it in another system with similar power needs?
 
The orange Ethernet light usually relies on very basic motherboard and NIC features, I have found that it almost always comes on unless the board is totally fried. (I mean like fire and smoke fried!)

I'm sure there's been updates that changed how the internals of the game is optimized- the 3770 is an older chip now so I'm sure hardware degradation plays a role too.

CSGO is more dependant on the CPU than anything else really. Your 3770 is holding you back

Haven't used it in a long while but, Bluestacks was pretty good. Do note though that you will have to enable Virtualization in your BIOS.
So make sure your hardware supports it.
 
Just realized this wasn't about android emulation on PC but emulators on Android, sorry about that.

Common sense and run as limited user. Use lots of ad-blocking software. Download stuff in a windows VM and test there 1st.
No AV software needed.

I tend to just trust WIndows Defender since it's built-in so there's no setup or extra payments to be done. I find with external 3rd party anti-viruses is that they slow down PC performance quite a bit.
 
I recommend giving Malwarebytes a run. I've not used it a lot to be honest, I've used it once on my old laptop to see if there was any excess junk on it.

Considering that the two detections are what I would refer to as no name programs, the detections should be considered to be false.

it could be anything in that case. play with your gpu in another pc for awhile and see if the problem persists, if not then it's not the gpu.

CS:GO is cpu bound, best settings would be everything on low at the lowest resoltuion,  Otherwise upgrade CPU.
