I just wouldnt buy that system. It has an ancient GPU in it (does gtx900 event get driver support) and a really poor CPU. Also the storage is not good, as its 2 really small ssds and one completly useless HDD

Well he menitoned that its not idle but 10% utilization.
I currently have about 30 tabs of chrome open with discord and LoL Launcher and I am sitting only at 5% so 10% utilization is certainly not idle, not even close

Dont buy a 2600. Its basically the same architecture as your chip, just with a higher boost and 2 more cores. If you upgrade, get at least zen2, if possible zen 3

If there is no leak, I think it is just air which was in the radiator. You can try to get rid of it by moving your PC a little bit. As long as no liquid runs out, you should be ok

Also keep in mind, that you dont want your reservoir complely full. Keep at least a few cm of air in there so the water can expand if it gets warmer

How long is the warranty on this card?
One alternative could be liquid cooling. there is likely a waterblock for it and it would keep the stock cooler in stock condition.

Dont use userbenchmark, its absolutly useless for benchmarking.
Use Cinebench for example for CPU and Heaven for GPU.
Record the clockspeeds and temperatures with hwinfo

Depending on the model of cooler you have, you could also be thermally limited, so undervolting could also give you more performance

I dont have numbers for a 970 but I undervolted my 1070. It went from about 150W to 120W without loosing performance. Its not really a huge difference

It looks good as far as I can tell. You could maybe try some undervolting to get the fan RPM down a bit. especially minging GPUs often suffer from bad fans, because they run 24/7

You can still do better
Buy a cheap used <60$ b3/450 or x3/470 board off your local used market, you can still get decent boards like the pro4
There are used 6800 on ebay floating around 450$ so get those over a new 6700
Cut costs on pretty much everything and upgraded to a 1tb ssd

The cooler should have thermal paste included, so you dont need extra.
The cooler should be fine, but you wont do much overclocking on it.
The fans are a little expensive for my taste
