The ryzen 5 2600 is still a really good chip for whatever you need to do. Since your budget does not allow the upgrade just don't do it it will not make THAT much of a difference

First of all have you connected all the headers to your motherboard? Also i am guessing that you are pressing the power button to turn on the pc after you have flipped the psu switch.
