If you remove the cooler clean off the old thermal paste and reapply new.

A1-B1 Slots vs A2-B2 doesn't change anything with getting a board to post.
 
IF you have another computer available go to the ASUS website and download the latest bios and put it on a 100% empty flash drive plug it into the USB Port labeled for BIOS FLASHBACK make sure the system is off and hit the BIOS FLASHBACK button on the rear i/o give it 1-2mins to finish and make sure it's 100% done and power up the system

Really? My advice would have been a SATA SSD, extra space for the same price and very little performance cost in most workloads.

Gigabyte with z390 is best for vrm design hands down unless you wanna dish out the 500$ USD for an z390 Dark

Keyboards look for anything with the Cherry silent switch or something with a linear switch and use some o-rings if you want mechanical. Otherwise look at rubber dome keyboards. Mice it's kinda impossible for silent but tons of wireless mice.

EVGA is know for using refrence board designs, Asus and MSI is as well for the blower style cards from them and the "Duke" edition I believe from MSI

Your getting the correct temps for the cards cooler design, it's a blower card it will be high like that.

A few things, get a z390 gigabyte motherboard instead.
the h55 isn't enough for a 9900k,
Make sure the ram is at least 2666 (i'd go 3000+),
2060 instead of 2070 if you need to save money, you also don't need a 9900k for a 2060 or 2070, unless you plan to upgrade video card but not the cpu somewhere down the line.

Intel won't deny an rma due to XMP profiles. If the CPU itself was damaged or the Socket on the board was damaged causing damage to the CPU then yes it's possible.
