Both of my 1070's I have and my 970 are Gigabyte, I haven't had any issues Y E T. Normally I'm shooting for EVGA/Asus/Sapphire for gpu's

GOTY is worth getting and playing through on PC modded, it's a great pick up for a game you can play through again and again never going down the same route.

I think so from Nvidia's website. Also close any monitoring software/rgb software you have open and see if that is an issue. You might be also having mouse acceleration vs input delay from the mouse. 

Idle desktop usage for memory is very high. Unless that includes having something like chrome open. I would check your software that opens up on start up. Then look into getting a SSD and moving to Windows 10. 

Set power options on battery to maximum performance. Then do the same in the Nvidia Control Panel as well.

These all have a zero fan till 60-65C. If it makes you uncomfortable you can use something like MSI Afterburner to set your own fan curve so it doesn't sit a zero fan speed.

The wraith cooler is designed for AM4 so the mounting pressure is gonna be pretty high

No problem just remember Zen+ undervolt and low temps help with XFR2/PBO. Otherwise if you are gonna go down the road of manually overclocking I would recommend a voltage max of 1.35v for daily to prevent degradation.

Let XFR2/PBO do it's thing it will boost itself to 4.05 to 4.1 and single core will be probably around 4.25-4.3. There is very little performance increase game wise even with manually overclocking Zen+. Also no one actually OFFICIALLY knows what Zen 2 CPU's will be.
