Uninstall GPU Tweak III and switch to Afterburner or the built in Overclocking tools in the Performance tab of the Radeon Software.

Try connecting to the onboard video? the 3000G has built in video so it might have defaulted to using that.

Honestly V-Sync Lock is what I usually do myself since I don't need to run it full tilt with the titles I play and didn't undervolt either.

Figure out what sensors are TMPIN6 and 8 then report back, you have something getting hot. It may be something with the game though. Test with another source engine title.

People don't recommend using a daisy chain cable, but I've personally never seen an issue with it. Depending on what you play look at some reviews and take them with a grain of salt for what your performance will be in games. I run a 6950XT overclocked on daisy chain cables and have no issue even when doing all day gaming sessions at 4k

Do you have GPU Rendering enabled?

Ring ratio is just the CPU Cache speed the closer you can get it to be the same as your CPU speed the better it is overall.

I still wish I could roll back to windows 10 everyday, I have some very odd issues with Windows 11 at times and drivers.

That is absolutely true, I've never found to many issues with Intel HEDT other than usually being a little behind on performance but always had some great stability.

How many USB for the rear i/o do you need? 

Honestly with that much have you considered looking at HEDT platforms? I know there isn't much from either side, but my experience with 12th gen is the boards/windows gets really un happy with to many USB devices. 

1 GPU will be better for gaming, unless you have workloads for using both GPU's
 

The Hero has specific features catering more to XOC/Subzero. I would look more towards Something like the Asrock Steel Ledgen or even the EVGA boards

Use a single 8 pin PCI-E and another single 8 pin PCI-E power connector. 

Wait for cards to come out, Nvidia supposedly said that with ATX 3.0 PCI-E standards using the 12HIPWR connector is to allow the card and the PSU to communicate to go "Hey I have 800w of head room go nuts" 

The 600w max tdp is if Power is available I believe it's on a GPU Architecture level and BIOS level. I'm sure it will be a requirement by Nvidia that all cards have the 3.0 PCI-E Power connector. 

Also no not all cards will have the clocks at the same temps. Some cards are just better than others. Strix is usually good since they stopped making the Matrix Line of cards from what I've noticed. We also know absolutely nothing about the difference between the FE Compact PCB vs a full size PCB. I would wait for card break downs and reviews with that.
