If one stick is a lower frequency
Both will run at the speed of the slowest stick
As for cas latency , different cas latency can work
But I would recommend looking for a stick with the same cas latency just to be safe

12800U means it's unbuffered non ecc
Ecc : error checking and that's present usually on servers
Buffer : a long story

I’ve never heard of ecc being used on a wintel laptop so they’re both probably U anyway. The only laptop I ever saw that has ecc in it was an old Solaris monstrosity from he 90’s

Different voltages ( ddr3 being 1.5 and ddr3l being 1.35 ) should in theory work
But I can't guarantee it

ddr3L, a shop that sells close to my house
ddr3 pc12800U, the store is far from my house

You can run different timings, yes. The motherboard will make them all run at the same speeds (whatever is the slower of the two, that how they will all run). As long as its DDR3, and the speed is the same, it should work

The mobo *should* do it all automatically. I have never had to manually adjust things to get RAM that didn't match to work.

if canot, how to set sped and timing, and what timing for my pc??
when setting the timing whether the ram turns in pairs, or directly plug the ram into 2 directly? ( sory bad typing google translete )

Dont have to be the same size. it has to have same speed (mhz) and same latency (cl)
1650 super has 8pin power connector. if your psu doent have that it will not work. your cpu bottlenecks the 1650 S hugely but it will still work.

probably it cant run the 1650 super. 1650 super is terrible value anyway since you can get rx 580 with same price and rx 580 performs better.
you could go with gtx 1650 (non super) since it doesnt need power form your psu.
