CAD designing and editing software are mostly CPU heavy, and those which do have GPU acceleration may need to be enabled in settings before it will take effect.
The Windbond W83677HG-I chip in question is a Super I/O chip which offers miscellaneous functions like, in this case, providing temperature measurement data to the system. No need to worry about that.
