Yes, but it's 4K and I don't know if there is a card that can drive it (at high settings) at 144 Hz (or even 120 Hz). It looks great though. I think it is supposed to retail for $2000 US.

Well, at 1080p the Intel i7-9700K is still king over the Ryzen chips, but at 1440p the difference is insignificant.

The RTX 2070 Super is to replace the RTX 2070. I think the prices on the old 2070 will fall further as they begin closing them out, and they compete with the new AMD 5700 XT which I think will about $525 CAD.

If you're running a decent overclock, there's no reason the 2500k wouldn't support a 1660Ti.
That said, the upgrade from just a 2500k to a 2600k would reduce any resulting stutter significantly.
Power wise: GTX 1650 ~ RX 570 < RX 580 < GTX 1660 ~ RX 590 < GTX 1660Ti. In terms of price-to-performance, the clear winners are either the RX 570 8GB, or the 1660Ti. (the performance gap is quite large, I just refer to low price for performance value.) The RX 580 8GB is a close 3rd.

In that budget you could get the ASUS VG279Q, 1080p 144hz IPS.
Other more extreme variant would be a 1080p 240hz TN.
If he is a pro gamer then the 240hz could benefit him, but if more casual then the IPS panel would be nicer to look at.

Maybe the gpu died? Pop it out and give your integrated gpu a try.
You might have also messed up your boot order so check that you're booting from the correct device in bios.

@Bearmann According to that thread, the panel is good but there aren't many extra functions and it's build quality isn't all that amazing but, I don't really care all too much about those anyways.

personally, I would get the 1440p @144hz because in games you can always downscale the resolution to 1920x1080. Higher res is always optimal for editing, and in my honest opinion, I would not get a 1080p monitor above 24 inches as the image begins to get fuzzy. You can always upgrade your GPU down the line too.
I'm currently running a GTX1080 with a 1440p 165hz monitor and it can push frames pretty well
