As far as I know, if you enable C-states it will drop to idle frequency when doing nothing. Anything else, even a twitch on the mouse, will ramp it back to 4GHz again. Not like it affects Ryzen's power draw much anyway, you only save say, 10% of power. Full frequency steppings (so it runs on frequency between idle and max frequency) is only available on X CPUs overclocked with PBO.

If you use the high performance profile on Windows it will not downclock below 4ghz ever. You can adjust this in power settings in control panel. When overclocking you disable boost clock and your overclock frequency becomes your base frequency. This won't hurt anything, just make sure its stable and you have proper cooling.

You need powered splitter. Each header can safely run up to 3 fans. Or you can buy NZXT Grid3 which supports PWM fans.

Get something like the Phanteks PWM Fan Hub?

If your power supply has an extra SATA power cable you’re not using you could get one of these.

I'm pretty sure this is possible, but you'll need a splitter thing to be able to connect the cables, and I don't really like using splitters.

you have to check your board and see if you have a nvme slot on it, and over clocking your cpu is very easy, you just need ryzen master software and set your 2600 to about 4.0 or 4.1 ghz and youll be good to go

For the SSD, you will be able to use Samsung NVMe drive.
On Asus website, it is written " 1 x M.2 Socket 3 with M Key, type 2242/2260/2280/22110 storage devices support (SATA mode & PCIE mode)".
    PCIE mode = NVMe.

For the RAM, it will help a little. It depends on what you do, and what game.
As for example you can look at this video that compares 2400, 3000 and 3200 MHz RAm on Ryzen 2 :
To choose a RAM that will be 100% compatible, look at the supported memory on Asus's website, for your motherboard (link).

Concerning the overclocking, I'll let somebody else answer. I don't overclock.

NVMe is much faster then SATA drives.
The Samsung has the following speeds.
*Sequential Read Speed : Up to 3,500 MB/s
*Sequential Write Speed : Up to 2,500 MB/s
The WD has these speeds :
*Sequential Read Speed : Up to 560 MB/s
*Sequential Write Speed : Up to 530 MB/s

You won't see much difference. You can watch Linus's video on that topic :

The idle temps are irrelevant, if your load temps are below a certain amount (most people prefer 75 or 80 degrees max) then it's all good.
If you use an appropriate voltage to overclock, it's perfectly fine. However, your stock cooler won't be allowing for too much OC room, so I would just let XFR, AMD's auto boost software, to do its thing. I bet you'll get about 3.7, maybe 3.8 or so all cores.

One of the only legit looking reviews that wasn't complaining about the bad crumpled condition of the pad on arrival said his CPU temps increase by 16C.

I literally bought kryonaut this morning but I can't help but fantasize about this graphite sheet since I was googling around.

Even if it's 150W/m•k isn't it really really impressive lmao

I have a hard time believing a seller on aliexpress for $1-2 will outperform a company's (which is know for high end TIM) $10 pad by 328%-3328%

EDIT: and the reviews seem sketchy

I can sell you some toothpaste unsolidified thermal pads with 9001W/m⋅K if you'd be interested in those?
Only problem is, I do have to charge more than China, there's a lot of squeezing them into a box R&D in these things.

There's no reason not to try except that it's just not as good as thermal paste and I have no issue putting paste on.

Also, internet tip: when people say something is overpriced, look at it critically. A lot of the time they're right, but they're also wrong a lot

I never had the need to replace my thermal paste on anything yet... Linus showed the "expensive one" was a few degrees worse than IC diamond which is 7$.

There's no user error unless you work for the Verge. I get that it's scary at first, but it's super easy.

    You're buying a 500-1000$ PC. You're going to skimp on 5$?

It was really more jab on the dubious claims these have attached to them. I'm not a materials engineer, but I can tell you that if they've managed to best some of the biggest names in trusted TIM by a minimum of 300%, I'll eat my hat.
They may perform perfectly adequately, but I'll willingly and readily wager that they don't hold up to their claims.

The way I see them is much the way that Roman explained in his interview with GN in Vegas showcasing Carbonaut. They're not performance pieces, they have a niche purpose, and it's going to be more effective to use a well established TIM.

It's reusability is likely going to depend on how well you treat it.
