Okay so I have an I7 7700k and I have it at stock speed. I have a cooler master air cooler but I plan to get a kraken AIO. I want to overclock to 5ghz. Will I see a substantial difference?

I would say that 300 max is my budget, I was told by someone that the Ryzen 5 2600 would bottleneck the 2060 or the possibly the 1660
