So I have a very frustrating problem with a laptop I purchased in November for black Friday (because I'm cheap).
Basic Specs:
HP Pavilion Gaming Laptop 15-cx-0056wm
8th Gen i5-8300H 2.3 GHz base clock with a 4.0 turbo 8MB Cache
8 gig ddr4 SDRAM
another 8 gigs upgraded
It came with a 1 tb hard drive which I also upgraded with a 1 tb SSD
GeForce GTX 1050 Ti 4GB GDDR5
The problem is that for the past 3 ish weeks it has been throttling the CPU tremendously, coincidentally this was when I had also installed the 1 TB hard drive. Before you tell me to, I have went through the power settings for Win 10 already, they're very normal and I'm on high performance when plugged in. XTU is telling me that I'm Power Limit Throttling the majority of the time and there are no heat issues (it will get up to about 60C and thats it). When trying to run a game or even just do any significant multitasking the CPU will throttle down to about .80 GHz speed but tell me that I'm Thermal Throttling (at 60c I think not!), but when not doing anything speed-step is all normal and whatnot. It does this regardless of whether or not the laptop is plugged in. Also the charger is a 150W charger that came with the laptop.
