I think Allan B is more interested in the model/quality of your PSU than the wattage on the label.

Is your power supply new? What are the details of it? Not enough or bad power can cause random crashing. If it was the problem, you might see it get better without a GPU installed (less draw).

I would suggest going to the basic's to isolate the issue. Remove the video card, remove 1 of the 2 sticks of ram.. See if windows will install.. If it won't swap to the other stick of ram.

It is suspicious is if it goes away with task manager open. That is a sign you have malware on your computer and the malware goes idle when it sees task manager running..

Then a program/extentions got updated and it's starting issues try find latest update of which program and is installed across 3 devices.

Then in your case run BOTH the 16gb and 8gb srick in there at 2666mhz. It will go into a pseudo dual channel mode for 16gb of ram and 8 that isnt.

Outside of trying another graphics card I would suggest removing the SATA SDD and all HDD's from the system and see if that helps, just disconnect the sata cables at the motherboard. Run for a few days and see if it happens again.
I have had weird stuff be caused by a defective HDD.

My brother just had the CPU fault alarm (he has 13500) and it turned out to be one of the RAM modules died. Have you tried just one of them in the slot furthest from the CPU? I don't see that in your posts.. If it doesn't work try the other module in that same slot.
I know 12th gen doesn't work at the higher ddr5 speeds, but you should be ok to boot at stock settings...

They don't need to have a PR department. A PR department is less than transparent which isn't what the community wants. Linus just needs to avoid replying to stuff emotionally without thought. He needs to gather feedback, ponder and think carefully and THEN answer the concerns.

I have been watching Linus for a very long time and GN for 3-4 years now, I am a huge fan of both of them and watch both their content regularly. From the LTT side, my concern is around the direction of LTT Labs, moving forward the plan is to have all this data regarding keyboards, PSUs etc.. If the data cant be trusted then what is the point of the labs? I was looking forward to having a database to help pick which budget PSU I could get for example, now I am not sure I could trust the data if\when it came out. Was it rushed, was it checked?
I am disappointed in how this is turning out as being a big fan of both and I don't want to have to pick sides. It feels like my 2 best tech friends are fighting. I truly believe Steve is bringing this up with the hopes of making things better, raising the bar for tech reviewers. I think Linus needs to not take it personally as it is an LTT issue and talk about what the company (not him) is doing to improve.

Yeah, I'm pretty disappointed in Linus' response to this situation. All he had to do was be honest, apologize, and talk about what they are going to do to prevent this stuff moving forward. The gaslighting is not a good look.

You're putting out content that some people are going to use for large purchases. If your reviews are inaccurate, then they have much less value.
You need to be thorough and accurate, especially in benchmarks.
When errors are found, there needs to be an injection of voiceover during post.
All that energy, and money, you're pumping into the labs project is going to be for naught if your accuracy isn't there.
Start slowing down on the content, and do more checking. Steve raised a lot of valid points, I think you should look internally at processes to improve everything.

Assuming the drive is not bitlocker encrypted you can remove the HDD\SDD from the computer and install it in another computer as a secondary drive to access the files. Also there is a "sign in options" button that will let you use a password and possibly do the recovery if it was setup when the pin was configured.

With Steam I have found if you verify game files after installing a new GPU it can fix it.. I had the issue with Anno 1800, going from an old AMD card to a 2080, Using DDU and everything Anno wouldn't work or would open and crash quickly. Doing the verify game files fixed the issue.

If the connection to the router is timing out then the problem isn't the connection between the ONT and router.
Are you plugging directly into the router LAN port when this happens?

If you are getting the mesh system you can use the same SSID and password that you use now, however it would be strongly recommended to disable the wifi on the existing router. Mesh and non Mesh Wifi systems with the same SID don't play nice together, the mesh system allows you to smoothly move between AP's, with the non mesh router, your devices would hold on to the connection even if the signal is weak and unusable.

In diskpart if you type "list partition" you will see what is currently on the drive. Is anythign there? you will need to delete it first.. I believe there is a "clean" or "clear" diskpart command as well, but be very careful with it. make sure you are on the correct drive.

Have you try the basic on this and try 3rd party DNS resolvers like Google DNS (4.4.4.4 and 4.8.8.4) or Cloudflare DNS (1.1.1.1 and 1.0.0.1)?

Hopefully not different cables from other PSU, modular Power supply cables are not interchangeable.
A B550 board should have no problem running a AMD graphics card made in the last 5 years.. Which makes me think it is power as well. A 650w should have the juice for a 3600 and a 6750xt, unless it is defective or really old.
