The site is trash, and bottleneck in itself is a trash word. It's true that the i5 7400 isn't quite up to standard now, but it's still not worth changing considering the market you're in. Furthermore, if you're not having any problems with the pc don't bother troubling yourself with this stuff, that processor is still enough

The best experience I have had is the xbox one controller with a charging station. You can also just connect them with microusb cables. I use to use a wired PS4 controller, but they are a pain to get the button labels correct.

Is there all that much reason to wait for the 30xx series? They're likely still a bit out, Nvidia is still making Super cards (and I've seen rumors of a 2080 Ti Super?), doesn't seem like they'd bring out a new gen so soon after that.
Also are you sold on Intel? 9900K is a killer chip, but if you don't need quicksync and can stand to lose 5% performance or so, you can get basically the same experience for much less with AMD:

That lets you fit a 2080 Super into the mix as well, which is the best biggboye card unless you have the obscene budget for a 2080 Ti.

Sabrent is a pretty trusted brand, no need to worry. Also, the 3600 cooler isn't great, and that's definitely a better cooler. The 3600 doesn't come with the prism, it comes with the stealth, you know.

It's unlikely you're getting bottlenecked by the 8600k, they're pretty balanced out. For just gaming, you really don't need to go higher than an 8700k or a 9700k
