    Also if you can wait it out there are some fantastic deals.  MSI had one of their 2080's (ventus?) on sale with anthem/BFV for 630, gigabyte had the same deal on their windforce triple fan model for I think 639 if I recall correctly.  They come up now and then.  Aside from that, you can also find like new cards on Ebay (I had only great experiences there fortunately).
     
    Consider a 1080ti if you are looking at the vega and 2070.  You can def find some at competitive pricing, and the 1080ti is a beast of a card.

    IDK about where you are but SEA don't really have EVGA for a brand that is cheap, there is Galax, zotac, msi. For Vega try to get nitro+.

    Ball bearings aren't a guarantee for a good overall card, unfortunately. The Gigabyte 2070 (Extreme) 8G also has ballbearings but the fan and cooler design is so bad that the card becomes really loud according to some Reviews and it's so heavy that they supplied a support bracket with the card so that it doesn't sag too much. And I'm also not a big fan of the MSI Ventus Models because those don't have a 0 Fan mode where the fans shut down when the card stays below 60°C.
    From what I can see on the spec sheet and overall reviews I'd recommend all EVGA cards as well if you can find one at a cheaper price than the MSI Armor card. Those use Fluid Dynamic Bearings and those also have a very long life expectancy and theoretically even lower noise than Ball Bearings. But the lower end RTX 2070 models from EVGA like the "black" only use a single power connecter, have a power limit of 107% and use a reference PCB, while the MSI RTX 2070 Armor has 2 power connectors, a power limit of 114% and a huge and nicely overbuild custom PCB. At a lower price EVGA is still a good recommendation, tho, imo.

    I'd rate cards something like this:

    RTX 2070>= Vega 64 LC > GTX 1080=Vega 64.

    Can you get Sapphire Vega 64 Nitro+ in your country? It's best air cooled Vega card that will also accept LC BIOS, meaning it pretty much matches (depending on optimization) RTX 2070. 

    Although considering prices, just go with 2070

    First of all - that looks like a pretty decent build so far but personally I'd go for the RTX 2070 for a carefree experience, simply because they are the market leader and most game devs will optimize for NVidia GPUs rather than AMDs because of that.
    As for which model - well, I'm not a fan of either of the 3 options - while the coolers are all good the fans propably aren't. Pretty sure that Gigabyte and ZOTAC use sleeve bearings which can have a MTBF of as low as 20.000hrs which isn't much for a GPU fan. Not sure about the Galax, tho.
    But I can wholeheartedly recommend the card I bought - which is the MSI RTX 2070 Armor. It uses Ball bearings which will propably last an eternity unless I get really unlucky, it overclocks very well despite being a non "A" chip and runs relatively cool and quiet. And with relatively I mean it's audible but never unpleasent - that's with the case standing on my desk right next to me, btw. I bought it for 508€ but prices went up recently to 520€ minimum but that's still not a terrible price for it imo. And I still love it and am super happy that I chose that specific model.

    Shop around. I went on to ebay and set it to "buy now" and got a RTX 2080 xc ultra for $650 and it is real clean, box, static bag, like new. As long as you are ready to buy and luck out that day you can find a good quick deal. Good luck. Oh EVGA has web sales every Wednesday so get on there early.

    I tested the Master Watt 550W with VEGA, except for the whining of the PSU no issues so far.
    Though I'd no recommend that unit for VEGA because it only has one PCIe connector and its not hardwired or a hardwired PCIe cable.

    because of the prices and so on, I'd get the Powercolor.
    The ASUS is sadly far outpriced. If it wasn't that expensive, maybe.
    The GIGABYTE is probably really loud.
