    I would recommend to avoid Seagate,

    They're pretty much all the same as far as speed and durability. Hard Drives have been around for too long. @xD Power Hole Stick

    They’re both 6/12 and the 8700k has a higher clock.  Often ryzen has an advantage in core count over intel but not in this case.  Used things are sold for a reason though.  The reason  the 8700k is being sold might be important.

    PCIe is backwards compatible all the way back to the OG AFAIK. I can run a Radeon VII (pretty recent GPU) on PCIe 3.0 slots, PCIe 2.0 slots, and if I had a PCIe or PCIe 4.0 board I could run it there.
     
    The only difference is the speed. PCIe 2.0 x16 would slightly bottleneck my card, PCIe 3.0 x16 won't bottleneck any GPU on the market (not even the 2080 Ti/Titan RTX), and PCIe 4.0 x16 is uselessly overkill for current GPUs.

    Look when I tell you this, you are going to think I am insane. My favorite upgrade by far to my super budget PC is throwing a SATA SSD drive in there and installing a fresh set of windows. Watching those boot times were so satisfying compared to my old HDD.
     
    This is just an example, however, NVME M.2 drives are widely popular with even better RW Speeds. That is my next upgrade and it is totally worth the switch

    60-series graphics cards are the lowest end of the true high performance graphics card offering. So you'd expect that within a few generations, since GTX 1060 there's been RTX 2060 and now RTX 2060 SUPER, as well as Nvidia filling the gaps by introducing the 1660 and now 1660 SUPER cards. Call of Duty will have been created with that in mind, since it has settings for Ray Tracing etc.
     
    ALL hardware gets outdated. I remember a few Titan cards 4-5 years ago, and thinking 'Wow, nothing will beat that for under $1000 for many many years to come'. Now we have 70-series cards easily pushing them aside. There is no such thing as futureproofing, especially at the low end. I've just replaced a GTX 980Ti in my system because it was a VRAM bottleneck in my system.
     
    All that said, you don't /have/ to have a brand new expensive GPU to get the best out of games, you just need to start making small tradeoffs. Render detail vs framerate, framerate vs resolution, resolution vs render detail, things like that. Play around with the settings and you'll find a happy medium in most games for a few years to come.
     
    Apologies if this sounded harsh but tech moves fast and the market leaders are market leaders for a reason. They innovate with every iteration.

    Funny that you mention that. The college I plan to attend actually is trying to work with places like Google and such for Cloud Computing advancements and AI.

    Cybersecurity is huge and hackers are always innovating new ways to breach data. This is a career path I plan to study next fall at Uni. The so called "study" would be considered "Computer Science and Information Technology" and they usually have different paths

    I like to play Rainbow Six Siege with friends on the Casual playlist and have fun for a game or two before taking care of HW and other stuff. Just a suggestion of course.

    Well, if you just got the parts you should use them and see if you like what you have. 
    Get some games and see if your GPU can play those games at 1080p 144hz. Games like PUBG, R6, LOL, and CSGO tend to have high fps (esports titles), but if you play games that are AAA titles, you might not get the performance you want. In that case, then look towards an upgrade!

    i am assuming you are looking at X570 boards, or?
    atm i can say for sure which ITX board is better, but the Auros X570 board is at least very good value for where it sits on the pricetable.

    That's the route I want to go on it; my big problem is I have no secondary space to run stuff at this time and if I kill the power bill at the moment well "I am going to have a bad time." (Insert Sans from Undertail blowing me to the next continent.) I just looked at the HP CPU its actually a better chip. Well guess I better pinch some major Pennies/Rubies/USD and either beef up the HP or just go Threadripper down that particular brick road. ? Well if I have not done, so already thank you @kdawwgg1221. ? ?

    Maybe build up a server cabinet and begin to sell them to people for hosting game servers? I had people in high school that had 2-3 servers and hosted CS:GO and Minecraft servers for good money.

    You should check if it's related to "dirty" electricity. See if having it on another electrical circuit will help (I'm assuming they're both connected on different circuit, hence why one is getting fluctuations from the PSU and the other might not and is fine).
