For PSU if you want to add another gpu I would get something like EVGA SuperNOVA 850 G3 or even Seasonic PRIME Ultra 1000W. For AIO I personally like Thermaltake Water 3.0 but don't know that much about it so can't really help much.

For 1080p 1660 ti will be enough, but it doesn't support ray tracing. It doesn't really matter right now but who knows in the future.

Check if your monitor refresh rate is set to 144Hz in Windows settings. Also your monitors g-sync might cause this

How ryzen 7 better than is i9 9900k performance wise? Maybe it will be better in multi-core but you still need some juice to run the actual game where i9 will be way better. Also, why not just get r7 2700x instead of 2700?

If you plan on streaming on the same rig as playing the games r7 2700 may be not the best, I would go for something like i7 9700k or like you suggested i9 9900k
