If youre in 1440p, your performance is going to be determined by your GPU regardless. HW Unboxed shows that this behavior still apply to this generation of CPU-GPU.

Shortage isn't coming to an end anytime soon. I promise you that. Material cost is higher and inflated prices are the new normal. With all the people that wanted to buy a 3000 series card and haven't yet they'd have to release a ton of cards and they will get bought out just as fast as they are now. Scalpers gonna scalp   
 
Find a deal that you're ok with. Don't buy a 3060 for $800. A 3070 for $700 is fine, considering MSRP on most of them is about that much anyways now

I'd use the wraith prism before the hyper 212. The prism looks way better 

Having your tubes up won’t hurt anything. You have a 6 year warranty.. plan on using it at least twice..

Scythe fuma 2 should fit no problem. The cooler is offset by the ram and the fan sits behind the actual ram slot

I personally doubt it.  Yes, the 1030 is somewhat more powerful than the HD5770(mobile) from the laptop you describe, but the main factor here would be the CPU and that older DDR2 RAM of which you only have 4GB of.  Without truly knowing the full specs of the laptop you consider having "lower specs" and compare your "older low-end PC" to, we can't give you a more "accurate guesstimate" of what your performances would be, and which game would truly be playable.

Nope however you can find the fastest CPU it came with factory (with a google search) and that should be your safest bet.

Also an extra tips from me:
 
Try to shift the loads to GPU. Get rivatuner overlay and see your CPU and GPU load and spread it more to the GPU because this game really gonna chokeslam your CPU harder than Undertaker will ever dream he could do.

The 3070 is a nice card for ultra wide. 3440x1440 is demanding but the 3070 will get the job done for sure

@Sequidle  this is what @unclewebb had me do with my i7 9700f and it fixed all the issues I was having. My cpu was hitting 100% usage all the time and making my pc run terrible. After changing this stuff my system has been great

Don't waste money. Save it for the next socket and upgrade everything 
Hell I'm using a i7 9700f/Rtx 2070 super at 1440p still. I wanted to upgrade but really don't need to, I started putting money up for the next socket upgrade

The original Ryzen CPUs were really finicky about ram. I haven't seen many issues in a long time, seems like Ryzen 3000 figured it out

I use a fuma 2 and love it. The cooler is big, but it's very quiet at full speed amd it works great

You don't actually know what model PSU you have, do you?
 
No matter. Since you know so clearly what the problem isn't when people make suggestions, looks like you're left to figure out what the problem is on your own. Unless you're just going to go with the "curse" theory. Sounds very scientific. Of course, that makes this thread sort of pointless for discussion, makes it more of a rant really. 

Some cheap Intel boards fail to even deliver stock performance of some CPUs with higher TDP, so what you said isn't entirely accurate.
