i7-12700k < i5-13600k
i9-12900k < i7-13700k
or just get a 7600 for less and get about the same perf. in games

Should be about even, 5800X3D draws less power. The 13600KF will be more consistently fast as some games don't give a shit about the 5800X3D's extra cache, but neither is a slow chip.
Here's benches with a 4090 for the 13900K vs the 5800X3D, the 13600K is within margin of error of the i9 usually IIRC, so the gap will be slightly smaller but not by much: https://www.techpowerup.com/review/rtx-4090-53-games-core-i9-13900k-vs-ryzen-7-5800x3d/2.html

Yeah, cooler installed wrong or pump is dead. 64w and 100c is BUSTED. Check mounting pressure and hopefully they used the correct mounting kit for LGA1700.

Download and run HWInfo64, click on the max cpu/thread usage to open up a graph, and also the cpu package temp and open up a graph, and also CPU package power to open a graph.
Then play your game, and screencap the results
for example my 13700KF while playing CP2077 for a few minutes:
Tops out at 77C, max cpu thread usage of 73%, max package power of 162w. CP2077 is hugely demanding on CPU compared to the likes of Terraria...you shouldn't even be pinging 1/4 of your CPU playing that game.

Yup, even the 7950x3d bottlenecks it a bit. No game out currently can even make good use of the 4090. We need better "next-gen" games.

Reset CMOS, nothing.
Ran the test @Mister Woof, also ran CP77. Didn't play, just went into the bit where you have to press space to get to the menu. You can see when I start it.

I mean the 12700K is a perfectly capable gaming processor, and is still damn close to the top of the performance charts here.
Can you engineer situations in specific titles where the 12700K might hamper your GPU's performance? Yes. Try running games at 720p and see how things go.
Realistically though you're not equipping it with the fastest GPU available, and you're probably gaming at reasonable resolutions.Unless you're really into high refresh rate gaming you'll be fine.

Maybe my understanding is wrong here, so please correct me, but if the GPU utilization is at 100%, doesn't it mean that there's only GPU bottleneck? Yes, a faster CPU would give more fps with the same GPU, but it doesn't mean that the previous CPU bottlenecked the GPU. If the GPU was already at 100%, it means the CPU could feed enough data to the GPU which means there was no CPU bottleneck.
And to test CPUs, the most powerful GPU has to be used to eliminate GPU bottleneck, and vice versa. No one's going to use a 60 class card for CPU benchmarks, so your point is invalid here.
By your logic, even a 12900k bottlenecks 3060 ti, which is ridiculous to say.
Also, I have a degree in Industrial Engineering and I'm the supervisor of production planning, I make a living out of eliminating bottlenecks.

His ThrottleStop screenshot shows that the CPU is fully loaded.

Can you post screenshots of the FIVR and TPL windows? There might be a clue hiding in there. Also open Limit Reasons while your CPU is loaded and see if any items are lighting up red which indicates throttling. Exit HWiNFO when using Limit Reasons.
Have a look in the TPL window. Check the Speed Shift box and make sure Speed Shift Max is set to the suggested value. Also check the MMIO Lock box near the top right of the TPL window.
Set IntelPPM back to the default value.

negligible difference in power consumption in idle and single threaded load
only gets nuts at full power, which rarely ever happens since most apps don't even tap those e-cores
