    First and foremost would be your ram setup is really not great. I mean 2100 mhz ram is super slow. Also without game settings and what other hardware the i5 9400f system is running it would be incredibly hard to know what the issue is.

    yeah it's about peak time to upgrade from 3000 to 5000. 
    I would skip low tier cpus and just get a nice one since your next upgrade would be a platform change anyway, so may as well extend that out a bit with a more top spec cpu hat will hold on longer.

    It's very possible that you got a weak chip when it comes to overclocking. My own 9600K could never be stable above 4.8GHz, at least not at the voltages I was willing to give it.
     
    But, even in the brief glimpses of 5GHz that I got, I can tell you that those extra 200MHz don't do much.
     
    If you can get an all-core around 4.7-4.9GHz, you'll be getting basically max real-world performance from the 9600K. I found that 4.8GHz was a noticeable improvement over the stock 4.3GHz all-core, so would occasionally use that OC for more intensive games.
     
    Why didn't I just run it all the time? Because it ran very hot, and I didn't think the efficiency trade-off was worth 10% more performance most of the time.

    Thanks @Mister Woof and @OddOod for the advice and words of caution. I will likely wait a bit longer for my next build anyways and opt for some stable option then, so this is mostly out of curiosity right now.

    @Bob__ thanks for sharing the data. Unfortunately I cannot yet correlated Cinebench scores with the PassMark ones I used so far, but I'll see if I can make that work in the future.

    You can be CPU limited in games without getting even close to 100% utilization.
     
    I'd use GPU utilization as a better metric. If when you game, you are not 96%+ GPU usage, then you probably have a CPU limitation.
     
    The 5800X3D will absolutely result in large game performance increases; however, you won't really feel too much of that with just a 1080ti. That said, some games that are very CPU dependent or that lean more heavily to CPU will still gain in the frametimes.

    Depends on expectations of what you want to achieve and budget. It is moving towards entry level for more demand gaming. If it matters, and if budget allows, stretching to an 8 core an option to consider.

    As someone with a 4090 and a 13900k, a 13700k is much better if you’re trying to save any cost at all. The difference between a 700k and a 900k is slim to none while saving quite a bit of money.

    unless you're in a mini itx or some other thermally constrained scenario, undervolting and its accompanying stability issues/testing isn't worth your time. Most often CPUs wont be pulling full load in typical workloads anyway, and the majority of your power usage is going to be at idle in which case it's kind of a wash.
     
    In regards to full load power, it gets your job done faster anyway, so that scales somewhat relative to power cost.
     
    we're talking about generally less power consumption than a few old school light bulbs.

    I'm sorry you had such a bad experience.
     
    I had a similar issue with ASUS - took 3 attempts to get a card replaced with no resolution from their email or customer service. Had to take that shit to reddit and got resolution there.
     
    Same thing with AMD's store. Took over a month to get refunded on an item i never even received. Had to blast them on reddit.
     
    Sad state of things, when you aren't getting any solutions, blast them on SM and you might get more luck.

    As a longtime consumer overclocker....not worth your time. Run everything at the most reasonable settings for stability and performance, and enhance your computing experience in other ways. Most of the time you're looking at single digit performance differences (especially in modern hardware) and in real world that isn't noticeable enough to be worth your time.
     
    Work on noise levels and heat.

    The i3 has higher IPC and probably running clock than the much older TR. So for lightly threaded use cases, it probably is better. That i3 is probably faster than my 12 core i9 by that criteria too. 
     
    The problem we always had is that people look for a single number to express how good something it, and a single value can't capture complicated real world uses.

    Yeah we'll see. We just don't have anything to confirm other than the roadmaps released a month or two ago. Raptor Lake-S Refresh on Z790. Might just end up with Meteor Lake for mobile and RPL-Refresh being a 13950k type deal.

    Return it. The 9900K is an old CPU that isn’t very good anymore. Get a 13600K or 7800x3D instead, since that’s about what a 9900K costs- 9900Ks are insanely overpriced. Bro really bought a 4 generation old CPU 💀

    I run a 3080 and 13700k on an old 850w Seasonic Focus Plus Gold, should be fine

    13400F is faster in every possible way. You don't really need more than 6 cores for gaming, but the cores on the 13400F are faster so it's the better choice. 
     
    Also look at the 12600K(F), it's a bit faster than the 13400F because it's clocked a fair bit higher and is usually the same price as the 13400F. Plus it has a better memory controller than the 13400F so it should just be a better CPU overall.

    what GPU do you have and when do you plan to upgrade it
     
    the 5800X3D is a good drop in upgrade but honestly if you aren't on a very high end GPU and if you aren't unhappy with FPS lows, then I'd just wait for a bigger upgrade.
     
    Coming from someone who went from 10900K --> 13700K, which is IMO a much larger jump from a 5600 to a 5800X3D, I can't really say the difference is all that big to warrant the $800 price tag. Even if it was only $329 like your price tag....it's iffy.
