    If you messed with the mounting hardware then I'd make sure it has been reinstalled correctly. as memory and boot issues can be caused by improper mounts (too tight, too loose, uneven).

    4400 is about whats expected for 10th gen at ~1.45v vccsa/io and i think you may be able to go higher depending on the chip
     
    11th gen was a regression since gear 1 could only do like 4000-4200
     
    Unsure about 12th gen
     
    13th and 14th gen should be able to do somewhere around 4200-4500 gear 1 looking around on the internet
     
     
    Zen2/3 cpus share the same i/o die so same 3800-4000 ddr4 capability in 1:1 fclk and somewhere around 4800-5200 in desync fclk which is amds gear 2 equivalent
     
    For the apus zen2 (renoir) could do 4400-4600 1:1 fclk and zen3 can do 5000+ 1:1 fclk

    What do you mean possibly even for a 4090? What other CPU are you going to upgrade to since the 7800X3D is allready the fastest gaming cpu that you can buy.

    7800x3D is the best cpu on the market for gaming. A bit odd if youve done some research to ask if its enough O.o

    4070S vs 7800XT 
     
    4070S Pros:
    Strong Rasterization Performance, about 5%-10% faster than 7800XT
    Strong Ray Tracing Performance, more consistently competent than the 7800XT
    DLSS gives two options for upscaling since all cards can use FSR
    DLSS3 Frame Gen as another option for smoothing when available
    Superior Video capture and hardware encoding performance
     
    4070S Cons:
    Costs about $100 more
    12GB VRAM buffer could be a problem later in life; solved by reducing texture quality
     
    7800XT Pros:
    $100 Cheaper than 4070S
    Competitive Rasterization, within 90-95% performance of the 4070S
    16GB VRAM has more breathing room
     
    7800XT Cons:
    Inconsistent Ray Tracing, with some outliers being unplayable but others being great; non-issue if you don't care about RT
    FSR is the only upscaling option
    Worse video capture and encoding performance; non-issue if you don't do these things
     
    I don't think you can really go wrong with either. If I was shopping the $500-700 segment I'd get a 4070S. I'd skip everything else in the middle except for a discounted 7900XT at $700, and then go straight to a 4090 after that. The 4080S might upend this though.

    i've been generally unimpressed with 2 fan AIB cards. I have an ASUS KO 3070 and a friend has a 2 fan 4070 Zotac. Both really hot and loud. Also, ASUS RGB software is terrible. I disconnected the RGB cable.
     
    If I was going to get a 2 fan card it would be the FE if I could

    You'll have to reactivate windows with a new key if you used an OEM one, even if you registered it to a microsoft account

    A PC converts electricity to work + heat.  The more work you do, the more heat by product you create.
     
    This is physics.  Minimize the amount of work being done by lowering settings, detail, etc.  Remove extraneous items you don't need (like clocks, goofy powered lighted toys, etc).  Ensure good airflow in the room (usually very hard as rooms are walled containers).
     
    Like with your body, if you don't want to get hot, don't do work 🙂

    The first risk is you're buying a broken/defective product. If possible, be there physically to check if its working before buying, otherwise try asking for benchmarks or use something with buyer protection like ebay. 
    Second risk is a degraded product. You buy a gpu and the previous owner never cleaned it. So just look out for things like that and if you can handle it.
    Lastly, as already mentioned, there is the lack of warranty. If it breaks, you gotta find your own way of fixing it. If that doesn't really bother you then it's whatever.
     
    Also, try not to get robbed. It can be quite dangerous, especially if paying with cash. Anyways, good luck!! What GPU were you hoping to get btw?

    You could OC a 5820k to the moon and back and it would still not keep up with modern chips. You'd be throwing money away by keeping it on life support.
     
    Your budget is $250? Do you live next to a microcenter?

    Even with a 3060 - many modern games will struggle to output 30fps regardless of resolution with a weaker processor.

    Remember, Ryzen didn't even hit (close to) parity with intel Skylake IPC until 3000 series. Ryzen 2000 is Haswell.

    Upgrading from a 2700X to a 5800X3D I had a huge boost in performance, then again I play only 1080p. You'll get a boost but not as huge at 1440p.

    The 9600K is pretty game dependant in terms of how well it does. In some games, especially with a 4.8GHz+ OC it performs pretty well, nearly as good as the 9900K, but in others, the lack of threads becomes an issue.

    The higher resolution you go the more the GPU becomes the bottleneck. Pretty sure with a game as heavy as CP 2.0 I think your 3060 would already be a bottleneck at 1080, let alone any higher resolution.
     
    Though you'll get a nice FPS boost in esports games like CS2, Valorant, LoL and so on.

    It's rather gonna be that your 3060Ti bottlenecks your 11900K xD. I have a 3060Ti myself and it runs my games quite well at 1080p, usually getting 100+FPS on the highest settings. But I have to say that I'm not playing the most recent AAA games, but my games are still quite demanding
