    Such as...
    -using it to watch movies and tv
    -emulating games
    or do a sort of "Pimp my Pi" where you could try to build the most insane raspberry pi setup sort of thing???

    Look into Gigabyte’s Aero series of laptops. They are light and thin, decent battery life and awesome performance.

    I agree with @Princess Luna about the RX 570, maybe look into an RX 480 as well, as you may be able to find an 8gb variant for about $100 secondhand.

    What about this? Not great for TDP but it’s a beast for the money.

    I've seen many folks say that the amount of performance you gain from an AIO is minimal so I'd go with the 3700X.  
     
    It's easier and cheaper to get it now and then an AIO later than it is to have to upgrade the CPU later.

    I'd get a gigabyte gaming x if you plan on going x570, otherwise I would wait out for the b450 tomahawk max or one of MSI's other max boards to release.

    I would suggest NOT going with Threadripper.
    You do have 32 cores and 64 threads, but they'll run at relatively low frequency, and they'll be split across dies in a way that adds latency and it's just too many cores for most encoders to actually use them, even at 4K.
     
    In September you'll have Ryzen 9 3950X , 16 cores / 32 threads with 3.5 ghz default / 4.7 ghz boost and you have better AVX2 support for encoding videos, and you have the same 72 MB of cache which really helps with encoding and images and you also get 3600 Mhz DDR4 (or higher, but pointless if higher).
     
    You could start with a decent x570 motherboard now and maybe a Ryzen 3600 if you're in a rush, then in Sep/Oct depending on availability, upgrade to 3950x and sell the 3600 for something like a 10-20% discount
     
    With a good watercooling kit (cheaper, as it's only socket AM4, not the wide TR4 socket ones) you'll be able to have all those 16 cores at 4.3-4.5 ghz and you'll actually use 16-20 threads to render 4K videos.

    You'll also have pci-e 4.0 , so you may as well buy a 1-2 TB nvme SSD to dump the 4K footage from cameras , the 1 TB Gigabyte SSD is only 50$ more than the 970 Plus (it is TLC though but ... won't really matter)

    It obviously can game at 4k just fine, the only issue is when we start throwing Ultras on the mix.
     
    OP watch this video:
    TL:DR the 5700XT will be an amazing upgrade from the GTX 970 for 4k gaming but if you get into it with the expectation of ULTRA ALL DA THINGS!!1 you're likely to end up disappointed.

    It should handle 4K, but definitely wait until 3rd party coolers arrive. The current blowers are loud and run hot. 


    I almost forgot @Princess Luna mentioned AsRock does have one custom cooler atm. I don’t know if it’s available in the UK.
