  1. Have you tried disconnecting every device except what's necessary? Like leaving only the motherboard, harddrive, one stick of ram, and the CPU as the only devices connected. This will help you isolate your issue.
  2. It would not hurt to check, its either the CPU or the motherboard. Much more likely the MOBO, unless pins are bent.
  3. If you checked the power cables and those are all inserted, I would RMA the motherboard.
  4. Look at your monitors settings for signal detection or factory reset the monitor.. The issue seems to be that the monitor is the primary display, and it is not sensing the signal to turn on. But disconnecting it makes it send the signal to the TV that is now the only monitor that is sensing the signal. What happens when you manually turn on the monitor after bootup?
  5. Take out your 1060 and then use your PC, this will help determine if it is a power issue. Also, try not to take your PSU apart. You can very easily kill yourself if you touch the components inside.
  6. And you stated no displays get signal on boot? What happens when you boot with only one monitor plugged in?
  7. This seems to be an issue with using a TV as a second monitor, and an old TV at that. Are both displays plugged into your GPU?
  8. Take out the GPU, SSD, Hard drive, and use only one stick of ram. Make sure to plug the HDMI into the mother board and attempt to boot the machine up. Let me know what happens when you do this. EDIT: Also check that all power cables are firmly inserted into the board, the main power cable (20+4 pin) can be trouble as sometimes the 4 pin extension does not go in all the way.

  10. I just wanted to say that you would know if it was your PSU causing issues as your system would most likely shut off when the power draw gets to high.
  11. I didnt see that part lmao... I wonder if its some weird power issue bleeding into the DVI signal. I wonder how OP even found out that adjusting the fan speed fixes it.
  12. Unplug the GPU and all extra ram, leave only the bare essentials needed to POST. Try all 4 sticks of ram and all 4 slots individually so you can narrow down the problem. If that does not work, check the mobo for bent pins or dirt on the bottom of the CPU.
  13. I would try the old PSU to rule that out as it is the only other thing you upgraded. That is such a strange issue.
  14. Make sure you have the 64bit version of Java, also if nothing helps look into the windows 10 edition as it runs on potatos
