Well IMHO I think it's that's how it's supposed to be. When you open task manager your cpu gets interrupt signal to stop whatever he is doing and start task manager and for a moment he focuses on that and uses more power to do it quicker. I might be wrong but one thing I can say for sure it's not something to worry about unless it causes more issues besides this. 

YOU'RE KIDDING, RIGHT?!? That only really works on the most awful systems I've had to fix, and it just worked for you? Cool. I didn't think it'd have that kind of effect, but... every system has it's own quirks and quarks.
