Whether FSP is a "good brand" or "bad brand" (and how would you even quantify that) has nothing to do with whether Hydro PTM 650W is a good PSU or bad PSU
Other people's experiences with other FSP PSUs have nothing to do with your future experience with Hydro PTM 650W

I assume you want to ask if getting an FSP Hydro PTM 650W for your setup is a good purchase... It's a very good PSU, but we can't tell if it's a good purchase since we don't know what price you're getting it at and what other choices you have.

Irrelevant. Every brand has good quality and garbage units in their lineup. Some more on the one side, some more on the other side.

But the PTM is a decent PSU. The 550W, if available makes more sense though for most systems.
