Most modern systems would still operate in dual channel with an 8GB stick and a 16GB stick paired together. Just the first 8GB on each module would be in dual channel and the remaining 8GB on the 16GB stick would be in single channel.
Best to double check it's running in dual channel with something like CPU-Z after installing, but it should work.
EDIT: I'd also point out that dual channel and capacity aren't really comparable. If your system only ever needs 12GB, having 24GB won't help with anything. And likewise, if your system needs 20GB, even with dual channel, if you only have 16GB, performance is still going to tank.

I feel like an idiot. The good news I have it working and now the confession, the problem was me I had forgotten that the Xeon has no on-board graphics so I plugged in a HD 7950 and it is all working fine. Thanks for the help but you can't account for a rookie error.

Wait so your issues were with a clean windows install but using an old one it works better? It should definitely be the other way around lol! A hardware change at this level should always follow up with a clean install.
Maybe try another clean install with everything at optimised defaults in the BIOS. Let windows update and do whatever it wants to do. Then reboot and try OC.

1,55GHz is some sort of bug ... it's usually fixed after clearing CMOS or BIOS update.
Just for your info, my R7 1700 hit the wall at 3,8GHz.

Look at Hwinfo again when doing cinebench single core mode. 1 of your cores should boost to 3.7 at stock. btw a screenshot of hwinfo64 showing your core speeds will do you don't need to export to spreadsheet

8 = RAM error is your RAM at 2133? (aka default). How many sticks are you using? You could have a faulty stick of RAM.
Try this too. But flashing the latest BIOS should have done this already.

RAM IS DOUBLE DATA RATE SO 1066X2 IS 2133 ish
ALSO ENABLE HIGH PERFORMANCE MODE
enable the 4ghz profile in the bios, it should work, it how ive oced my 1800x and my friends 1600x

This should be on a clean install of windows yes? If no do a clean install.
Turn power profile in windows to "Ryzen Balanced" or "High performance".
Load optimised defaults in the BIOS.
Try 3.8 1st. I've never seen a 1700 not do 3.9 so 3.8 should be easy. Set multiplier to 38 and Vcore to manual mode 1.3V.
Report back.

You're not getting 32gb of ram to run at 3200mhz with that memory controller. It's all about capacity at this point. If you can OC to 2400, it'd be good enough.
