    Use windows disk management or a third party partitioning tool to do this, and don't format the hdd using your laptop, use another machine or place in inside of a drive enclosure, if you have one lying around.

    To truly fix this the mechanical hard drive should be removed from the system while doing a clean OS install.

    That's right, return the formatted hard drive back. By formatted I mean without any boot partitions etc.
