No, I can't see the drive in disk management

I don't have any other computers to test it on

I have. Plenty of times...

I can't seem to partition the drive in Disk Management because It doesnt show up as disk 1. I am pulling my hair out and all the advice Ive been told doesnt seem to help. Also I have unplugged and replugged the drive, etc. PLEASE HELP!

http://gyazo.com/33837bc5f9e2aefa4b283cda9ff36867 <-------(Picture Link). If you look at the picture you can see that windows sees my 3tb Seagate Drive and my 250gb SSD (Left Window), but in Disc Manager it only shows Disc 0 which is my SSD. Everything is plugged in correctly.

Alright so I just build my new PC (4770k, 780ti) and Windows Installed on my 250gb samsung EVO. I went into disc management and It shows SYSTEM RESERVED 350MB NTFS and (C:) 232.54GB NTFS, but when I click rescan It doesn't show my 3tb Seagate HDD (The Bios Shows It).

Alright so I have my Windows 8.1 FULL Version (Not OEM) and the problem is I have a NZXT H440. So I have to install windows from usb and I have the 64bit disc right next to me. I can run the disc from my AIO (Has a DVD drive) that i'm using right now. What do I do from Putting the disc in to installing this on my new PC. P.S= I'm sorry if this topic has been posted a lot lately or if there a perfect guide for me on the WEB. Please link me a guide in that case.
