    The 3070 is compatible with anything with a PCIE slot and a power supply with 2 8 pin connectors.
    The 3070 has 1x12pin connector but to my understanding the 3070 comes with an adaptor where it takes 2x8pin and converts them to 1x12 pin.

    You may have to go into the BIOS and select that speed. You might even be able to get a little boost with overclocking. But single channel is what's holding you back. I'd say you should try and get a 2x16GB kit of at least 2666 but preferably 3000MHz+

    I have two 1070s in SLI and BOYYYYY does it make a difference over when I had Corssfire 580s.

    Ah, easy. Plenty available. All have links to PCPP, then you can see what price that are at different stores and click on the store to be taken to the stores website for the item.

    Absolute cheapest that you could go
    Corsair CX550 (2017)
    CoolerMaster Masterwatt 550

    Acceptable
    Bitfenix Formula 550W
    Be Quiet Pure Power 11 500W

    Preferred
    Corsair RM550x (2018)
    Bitfenix Whisper M 550W
     
    If you're looking at a high end card like the RTX2080, you can probably afford to go beyond the cheaper stuff. Out of those I would personally preference the Bitfenix Whisper 550W.
     
    IMO the Asus Strix B450 boards are a little overpriced for what they are. Not bad, but usually equal or better stuff from other manufacturers for cheaper. I would definitely consider keeping the CPU & motherboard you have and look at the other upgrades first, and then maybe consider a new CPU & motherboard when the new Ryzen CPUs launch in a few months along with new motherboard chipsets... Though the Ryzen 2700 is still a good CPU and the B350 Bazooka will be fine if you're not overclocking, so consider CPU&Motherboard replacement low on your list of priorities.

    I'm asking questions at the moment to narrow selection. If you go on with @hello_there_123's idea of dual-towers being overkill, then there's bunch of 140mm and some 120mm coolers. I would have recommended Dark Rock 4 (non-pro), but its black and your case is white. Noctua's U12S with Chromaxx is also option. Then there's H5 from Cryorig and so on (Thermalright Macho rev B etc.). Just look at coolers which have option to place fan on the otherside of cooler. That won't have any effect on performance, I had it setup like that for few months.

    I purchased a Reeven Justice for my Ryzen 7 2700 yesterday, I thought sharing my temps would help you a bit.  It's decently priced.  I didn't take the time to properly measure the temperature, those are just some general observations so i'd suggest you to check on some review on it as well. I live in a colder place, so my ambient temp is lower, it should be around 16-22 Celsius.
     
    My cpu is OC'd at 4 ghz, 1.325v (I'm really bad at overclocking)
    Idle between 28-32 C
    Cinebench R20 gets in the low 70s C after a few runs
    BF1 sits in the low 50s C
    Prime 95 small fft, 1h30min is at 80C
     
    You might have some clearance issues on the first slot to the left because of the fan, but you can put it on the other side.  It's on the taller side at 160mm of height.

    It is ok if it is for video games, there are no improvements in FPS whether you use an internal or external hard drive.

    I would go with a 550W or 600W to be safe. (for the R7 2700 that is)

    I would recommend you to check this list. Higher is better.
