This is absurd, it wont run with the PSU power.
The yellow cable are Plus and Minus (can swap it on AC), and the green is ground.

I'm absolutely sure, if it were PC fans, the voltage won't be more than 12 volts. It's either 5v or 12v.
It's even written in the specs: AC115V.
