Thats normal but if your CPU is 100% and GPU is 50% theres not much it can do because there is no more CPU power. It is called a bottleneck. If the CPU is also dancing between percentages, check if you have a fps cap set.

So, I want to make a device that takes both solar 12V and mains 12V in an uses solar 12V to power my router. When the solar battery is nearly finished, I want it to use my mains 12V. Does anybody know how I would go about doing this without an arduino or microcontroller.

It might not short the full bord but a portion of it. It the resistor is for CPU power, your PC might not boot at all (or your case might melt from the high current. Most cases these day have a spray painted coating preventing shorts

Try using a different device. Maybe the Ethernet controller has gone, which is more likely, but they can be replaced for about 15$
