Your GPU score looks great, here is what Guru3D got.

I wouldn't trust Cinebench results, I just did a Cinebench benchmark on my gpu and it was only using 15% of the GPU. I wouldn't use benchmarks to measure your performance improvement as it's how your PC performs in games that matters.

My best bet is that it's a bottleneck. The i5-4460 wasn't the most powerful CPU at the time it was released and it isn't now. 
First try reinstalling drivers (make sure you erase previous drivers with DDU) and if that doesn't work then I'd imagine it's just a bottleneck.
 
Yeah but you'd be better off picking up an i7 4790 from ebay. You'll see the difference.

I think this is a CPU issue. That score is really low compared to this with the same specs... 

I don't use 3dmark myself so I cannot answer this question directly - I use Unigine Heaven Benchmark to see my 3d score - Ive just never used 3dMark

thats my max budget atm, but I dont want my performance to be limited due to old gen cpu
 

You had an AIO? Then there you had your problem. The AIO has given up the ghost, probably broken pump or to much liquid had evaporated over the years so that couldn't cool your system anymore.
 
And regarding the tooth paste it's better than nothing so you did nothing wrong. It's not a long term solution but you already knew that ?

Changed to normal thermal paste as well as swapping out my radiator since I suspected it was too old/broken, and now my cpu is at low 50s so that solves the problem, thanks everyone

the problem is the toothpaste.
toothpaste dries up after a while, and loses it's thermal conductivity. basically, you need actual thermal paste.

Get thermal paste, running your CPU for sub 100C temperatures for several days is very unhealthy. (in fact, it's 'How to fry your CPU 101')

75 is still way too hot. The CPU should idle in the 30s or at worst the low 40s. Load temps should remain under 80 on that chip even in the worst case scenario. 
 
Time to buy thermal paste, and stop using your PC for games until you've done so.

No, its only CPU Are overheating.not other parts are needed to check.

I would try to get 91%, 70% has a lot of water on it and wont dry up as quickly
