I like how they play it off as a demand and not supply issue. They are directly correlated.
Next time I drive over the speed limit and get pulled over, I'll tell the officer that the issue is with their limits, not my speed. 
 
 

This is correct. Bulk cards are commonly sold to system integrators for use in prebuilt systems. No point in sending retail packaging when it’s just going to get thrown away well before the end user sees it. 

I would imagine that Newegg was SUPPOSED to use them in their prebuilts but they dipped into their supply to fill demand with disastrous results...

imo should take all reviews, just only count those with game time above a certain threshold to contribute into average user scoring.

Meh. Still happy with my 2700x. So far runs everything I need. Might upgrade sometime 5xxx/6xxx

I still vote against Intel Based on your  budget, build and location. 

If you want the best gaming experience, a 3600 and a 2070 super makes much more sense.
 
Yes intel has its place, but really only when we are talking 200+fps in eSports titles at low or medium settings. Otherwise, you will see a far greater difference by getting a better GPU and saving money on the CPU.
 
Edit: I see that a 2070S is too expensive in your region. Consider a 5700XT then
