If we are calculating the total power consumption of each parts then the sum would definitely be lesser than 400 so technically, yes you could manage with a 400W PSU. But, getting a 550 W PSU would be great and would be a safer landing in case he wants to upgrade or add any other components.

All other points are valid but this won’t make a difference for 5+ years. 2080tis are only bottlenecks in 2.0 by 8%.

I don't think it worth to upgrade to ryzen 7 or 9700k. Just wait for few month as ryzen 3rd gen CPU is coming soon, so they might worth upgrade

2070 will be the good choice for 1080p but if you are planning to upgrade a monitor to 4k in near future then 2080 will be great choice but for 1080p 2070 will be the best

Definetly go with 2060 as it almost gives 50% more performance than 1060. 2060 performs almost similar to 1070ti.

Ryzen 2400g has comes with integrated graphics which are quite good to play modern games at good FPS.
I will recommend you not to buy graphic card for 100 bucks has you will GPU like Radeon R7 which is not best fit for your build.
if you can stretch your budget to 200$ dollars then go with AMD Radeon RX 460 Windforce 4GB which is more suitable for your build.
