I'd say go 16gb for safety if you can afford it, but if not I think you will be fine if the gpu and cpu can handle the workload

"It's gotta be the MoBo. If you already tried with a different PSU and RAM, checked voltages, and still fails to POST, there's no other way. If it was the processor, it would beep a warning.
Send that MoBo to warranty."

Just add it in and if you want to OC it go for it, but the overclock is probably not gonna be noticeable.

wow...that is a lot a money burning a hole in your pocket, you should hire a comp person if you like capitalism so much.
do you have warranty? does ibuypower have customer support? The PSU could've hit over voltage protection, thus switch it off. then unplug, the hit power button to empty capacitors on computer. then plug back in turn swtich on..
you could also be going off the onboard graphics, try and plug in via the motherboard hdmi/displayport to see if vid there

Intel 8th gen is known to have a tad bad thermals, but 100°C on non K version? It seems like something is really wrong here since I have my 8600k at 5,1GHz and max temp is 95°C after stress testing.
I would double check if that CPU cooler is set on as it should be and try to reapply thermal paste.

You can try using windows task manager>then right click explorer>end task>start new task named explorer.exe and see if it works again

I mean, if you are just gaming and on a budget, I would get the I3-8350k.
a z370 board with decent VRM phase (http://www.jonnyguru.com/forums/showthread.php?t=16237) so you would want to get the ASUS Prime - a or jump up to the strix if you are ASUS, though a "MSI Z370 SLI PLUS" also works.
Ram is fine, though I recommend 16gb in a (2x8) if you can swing it.
Get a NVME SSD, or at least an SSD. a really good one for cheap is Intel 760p M.2 256gb for $83
If you are getting a k, get a decent cooler. usually around $35-45. If you are not getting a k, its not required.
For PSU, always check JonnyGuru. and check the Continuous watts rating instead of the peak, you want the 12v rail to be as strong peak as possible.
