I guess the drivers still have some problems, well my pc also freezes sometimes, so I updated my amd gpu drivers and got other problem, my GPU fans speeds were crazy and unstable so I reinstalled the old one with freezing issue, now I'm waiting for a perfect one...

He said 720p, but I guess with that specs it's hard to find, easier is 1080p

In most of fans there's almost always a +/- 10% rating for their max speed, that means it can be 10% less or more than the rated max speed just like this,
In other case it can be more than +/- 10%, it's between 10-20%. For example of this case is my own NF-A14 3000 RPM, on its official spec it's stated as +/- 10%, which is it can be 300 less or more so it should be 3300/2700 RPM based on the spec, but in reality I found that its max speed is 2500RPM which is 17% less than its official rated max speed.
If you ask, why I use this 3000 rpm fans because it will be noisy af., I need static pressure as much as possible to cover what people and reviews says about my PC case which has bad front intake airflow, but I ended up found it's underrated, and the noise of the Noctua iPPC fans is overrated. So all my PC components got a breeze inside the PC case.

The RPM rating of the fan isn't always exact. They have a different testing environment. They may have had denser air, or a cooler room which would make whatever lubricant the fan uses run slower in their testing. There's nothing wrong with it running a bit higher or lower than what they claim. Also keep in mind the readings aren't necessarily exactly correct.
My CPU cooler fan is a Corsair ML120, supposedly runs 400-2400RPM. The slowest it'll go for me is 1000RPM and the fastest is just over 1800RPM.
