i dont know why didn't i remember this earlier since i know that in bf3 you got 1-2 fps if you leave it on, anyway thanks! it is working for now i will check back later after some games to mark it as solved if i don't have any issues!

ok i found a solution and a very wierd one.apparently if your razer apps are opened it dosen't work lol so yeah i just closed synapse and ingameengine and it worked even on steam (i didn't go to directory to make it work)

I can only find one official thread for solving the issue.
Try that.
I haven't played the game in a while, so as far as I am concerned the game is telling you that your CRT monitor isn't turned on.
Personally I would try running the application as admin, it usually does wonders.
