yes, after i manually move the fans they start spinning fast. if they are not receiving power then they shouldn't, right?

The pc boots fine. everything is fine. but the CPU fans are not spinning by themselves. if I move them manually they start spinning as they should be. so the fans are getting power. but other times. they don't. what do you guys think might be wrong with it? i tried stress testing the cpu to see if they start spinning as the cpu temp gets higher. (went to 69 c highest on the stress test). still nothing. on idle it stays 45-50 c on load its 60-70 max i5 2500k on stock clock. using some Noctua cooler (forgot name) with dual fans
