    yeah, unfortunately 1TB SSD is still too much for me to spend. i was planning to do psu upgrade first but well now my hdd is dying might aswell got another 1TB hdd if it become severely unusable.
     
    well Realistically aswell, my Financial can't easily cover me spending that much just for 1TB

    pretty much....just edeited my last post but you could just relocate that drive to an area where you do not have it in the flow of hot air from your GPU.
    I have no idea about your financial situation but a 1TB SSD these days is easy to get for a little under 50 USD

    So i move from Windows 10 Pro to Windows 11 Pro, and first thing i did is install all updates and then delete bloatware i dont need and one of them is MS Edge (not saying its bad but i dont need it), but this time when i did that browsing experience is having hard time to load or even straight up doesn't work (using Chrome) so i install back ms edge and both browser doing just fine till i delete MS edge again, so i look to internet about the issue and one of them mention Disabling Proxy but when i about to do that its Locked out 

    so i did what the tutorial said to make it accessible again by going to 
    Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Internet Explorer\Control Panel
    and then set the "Connection Settings" from 1 to 0
    and i see this (idk if this matter)
     
     So i turn off "Automatically Detect Configured Script" and turning on "Automatically detect settings" and go to Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\CurrentVersion\Internet Settings and set "ProxySettingPerUser" from 0 to 1
    after that browsing with Chrome while MS Edge uninstalled working perfectly again

    than this is the answer, they didnt wanna pay the license fee for NTFS and didnt want to deal with the complexity of making new files on the fly without dropping frames so they limit you to 4GB per file or in this case about 10 minutes.
    No way to remove that sadly.

    You could look into editing in proxy modes.
    A proxy for a video clip is just the same clip in a lower resolution (lower quality). I am not intimately familiar with Premiere, but I believe you have to render out a proxy clip before working with it, which means it does take a bit before you are able to edit.

    You probably need to buy the codec from the Microsoft Store. It's a dollar and probably fixes your issue. I don't remember exactly why it is a paid codec though.
    I remember Barnacles Nerdgasm showing how to download it for free, but I don't know if I'm allowed to recommend that video or its contents.. So whatever
     
    Try in OBS to go to File > Remux Recordings and choose all the HEVC/H265 recordings you have. Now press the remux button in the bottom right.
    This should only take a couple seconds per video. This makes the video MP4/H264, which Premiere should support.
     
    Either option should work, but I couldn't verify the top option fixes it.

    I believe that there’s something you can type into command prompt to send the shutdown signal, and sometimes a little save popup will appear. Sorry about the BSOD though.

    Ouch.  My condolences.  Does this auto save feature have a user variable frequency?  It might need to go up.  If save time is a major factor you might need faster storage.

    TL;DNR No specific suggestions
     
    This is out of date info but I used to run into this kind of thing a lot a long time ago.  Generally you can’t.  Or couldn’t anyway.  I hope things have gotten better that way.  Bright side is with auto save on you won’t lose everything.  Occasionally losing work is one of the downsides of using computers in general.  
     
    you say parts of the program isn’t responding.  Are all parts not responding?

    You have to take ownership of the folder using Windows Permissions.
     
    Right Click the folder. Properties. Security. Advanced. Change Owner Enter your current user name in the field and click check names click the check box to Replace owner on subcontainers... Apply.

    So recently when i turn on my computer it give me 4 beep code and restart itself and then turn on again and give 4 beep again  and so on anyone have idea? I tried to run without external GPU , reset the CMOS battery

    You can't do it like that. The IP-addresses are given by your router, they have nothing to do with what model a phone is or anything like that.
     
    You should change your WiFi-password and disable WPS. Also make sure you are using WPA2-AES as the security-model for your WiFi, not WPA or WEP or mixed-mode.

    If you click the little question mark, it will explain:
    So either the temperature readout is wrong in your program, or your CPU is thermal throttling. EDIT: or Intel changed terminology :^)
     
    In any case, be sure to clean your PC and apply new thermal paste.

    I'm pretty anal, but I wrote down the clock speed, voltage, temps and whether it was stable on a piece of paper to keep track.

    So... I guess i will spending time to pushing the clock and stress test the GPU
