Most boards have a separate fan connector with "pump" label, those can support double the amperage that a standard fan connector can (usually). Thus if your desired board doesn't have one you can solder the wires to draw power from 2 fan connectors or just use a molex to fan header dongle to get direct supply from psu.

From my experience any screen tearing just comes at a game by game basis. It won't hurt to try, you can always set it back. You can also consider using freesync or gsync if you have an appropriate monitor. Remember that if you have an 2000 series ryzen you can still enable freesync with an nvidia gpu.
