Basically:
gpu --> capture card through hdmi in--> monitor through hdmi out
v
system through pcie --> streaming service

If it is the same system, all capture cards will slow performance down, you could use a secondary system to stream from so that you don't lose any performance. Anyways 1080p is minimum for streaming so the viewers don't leave the stream from quality. So stream using cpu or gpu encoders unless you can pay for a second system

Just use display capture instead of shilling out for a capture card, OBS is very lightweight now especially if you are using a Nvidia GPU and use Nvenc encoding.

i7 is better because of quad-cores. But yeah, that should be fine. So the upload speed and what kind of quality is your target is the next question. But should be fine for 720p60 or 1080p30.

I'd go for either of the Gigabyte boards, but... why Z390?
Z490's been out for a while now and you'd be getting a lot more out of it than you would out of Z390 today.

Gigabyte Z390 Aorus Pro is in 1st, followed by the Aorus Elite in 2nd, and MSi Gaming Edge 3rd.
VRM cooling and quality wise.

Processor - i-7 4790k @4.4ghz
GPU - GIGABYTE GeForce GTX 1060 6GB 192-Bit GDDR5
Motherboard - ASUS Z97-E/USB3.1
Storage - Crucial Mx 300 525 Gb & Crucial Bx300 120 Gb
Ram - HyperX FURY 16GB (2 x 8GB) 240-Pin DDR3 SDRAM DDR3 1866
Fan/Cooling - Cryorig R1 Ultimate Dual Tower
Power Supply - Corsair Rm 850x
I mostly play fps games, does anyone think I may be held back at some point for this purpose?
