I'd say its a combination of RAM, and CPU.  I have a R5 3600, 16gb ram @ 3200, and a MSI RTX 2060 Gaming Z.  I consistently get around 100-120 FPS on COD: Modern Warfare, with all settings maxed out, but no Ray-tracing. Only other thing I could think of is some severe thermal throttling, how's your temps?

Where is it saying that? It could just be what it's currently boosting to. I believe it boosts up to 3.9.

I had this.  Change your power plan to the windows balanced I stead of the ryzen balanced and reboot.  Windows balanced included the changes from the ryzen plan so there's no point to it anymore.
