I plugged a 4 pin floppy connector into a CD aux connector on a sound card when I was quite young. The blue smoke that made the sound card work escaped.

In my expirience you really can tell the difference in old games (single core games like warrock) or bad optimized games like PUBG, I can  tell the difference because it prevents stuttering and smoothens everything.
In well optimized games like battlefield 1 and V makes no difference only gives you some little extra fps.

By fastest does it include sustained performance? Or short burst?

    Yes. Or no.
It entirely depends on what you are doing, what your system looks like.. Case, GPU, CPU, what those component's respective cooling solutions look like, etc.
For the vast majority of the systems, 2 fans would even be enough (not including the CPU cooler fans, PSU fan and GPU cooler fans), but you could go for more fans to let them run slower thus quieter.

Also, in the future you might want to add more detail to your posts. Is way more helpful in giving you advice.
