My desk is TINY. Smaller 60% keyboards are so much more compact, more usefulness out of each key - ergo, function row and numpad would be literally unused for me if I had a full-size - and it's easier to keep costs down when building a keyboard.
I wouldn't consider 60% minimalist, it's just a more compact form factor than TKL. There's 65% and 75% boards that bridge the gap between 60% and TKLs as well, it's preference.

And there's the real reason.

Once you start using keyboard sizes below 75% or so, getting a fully programmable keyboard is essential, IMO. I've programmed similar layouts on all my 40% keyboards, so I rarely run into issues when I switch from one keyboard to another. As for the "why", it's nice to not have to move your fingers from the home row to type numbers and symbols (and it's fun to confuse people with my tiny keyboard)

You logic boggles me. You bought a smaller keyboard to try then complain about the lack of keys...
 
Different people have different needs. I myself have a full sized keyboard and hardly use anything more than a 60% one.

Some people don't need to adjust their volume with their keyboard, they have a seaprate audio interface or use their mouse.
Some people don't need to use their computer's calculator often.
Some people don't need to take screenshots with print screen or they use a separate peice of software with a different key.
 
It's not hard to imagine plenty of scenarios where someone would be fine with a smaller keyboard.

Yes you can do that and it's totally worth it. I've done it myself. Make sure your PSU is up to pace though. 
 
 
Edit: thought it said RX560. Well for a GTX560 it still works but it's generally and old ass card and folds pretty slowly, like 20kppd max. Every bit counts tho so if your power is cheap go for it. 

Both switches are reliable. However neither board is all that great, or reliable.

well yes it is hahahaha 2 years ago it costed like 60$ shipping from china included, surprisingly it's actually kinda good, the only bad part is that the keys are pretty noisy ^^ oh and the frame is alluminum

If you bought from Novelkeys, they're guaranteed to be retooled and will fall within Cherry's tolerances. Mike does not sell pre-retooled Box switches anymore.

You maybe able to save some more by making or reusing some of the parts. A case can be 3d printed or carved from wood or made from sandwiched acrylic sheets. Key caps can be reused from an existing mechanical if you have one. 
 
IMO if he wants to get into mech keebs he would enjoy something like this a lot more than just a num pad.
