1) Slim but possible. There is always the possibility that a part is DOA (Dead On Arrival).
2) You return it to where you bought it from using their RMA policy, or you contact the part maker's support service.
3) Very low risk if you do it correctly. Don't build on carpet or anything that accumulates static electricity, and don't force or excessively bend a part that won't fit (especially anything that has a circuit board). However, some parts do require some force to install (such as RAM sticks or the 24-pin ATX connector).
4) You can always sort it out, you'll never waste all your money.
5) Yes, great RMA policy.

The problem with making more cards, especially for AMD, is that if Ethereum crashes, there is going to be a lot of surplus that won't sell, and they will lose money. This is exactly what happened in the last mining boom, where R9 290s and 290Xs were going for ridiculously low prices after miners abandoned GPUs for mining Bitcoin in favor of ASICs. To give you an idea, before my Fury X I had an R9 290 that I got brand new for the equivalent of 220 USD (R9 290 MSRP at launch was $399). Having large amounts of stock that doesn't sell hurts AMD/Nvidia, board partners and retailers.

So, this would be another step in the attempt to "mobilize" PCs (i.e., bring the iOS/andorid business model(s) to the PC)? A sort of "android for business"? (I know android is "free", but so is Linux, yet in the business environment there are non-free distros and associated services).

The motherboard and CPU are incompatible. The motherboard you chose is for Intel CPUs, which use the LGA1151 socket. The Ryzen 5 1600 uses the AM4 socket.
What you'd want if you like the board aesthetic is the Asrock X370 Taichi (not Z270).
Other than that, everything seems good.

Ok first thing you should do is organize your project as a real website you be. Try this
/project
- index.html
- /img
- Dell-Vostro-2.jpg
So you have a project folder with index.html inside, and another folder inside called "img" which contains our image. Then your one project folder will contain the entirety of the website. From there you can use relative paths. "/" will refer to the project folder from index.html. So "/img/Dell-Vostro-2.jpg" is your image.

The CPU_OPT header displays as FANIN1 on my board (Z97MX-Gaming 5, very similar layout to yours). If you have nothing there (and/or 0 RPM) then your pump is dead.

Might be just that. How many fans do you have, @AC1DFOX ? Your screenshot only shows two, which would be either the CPU fan and water pump (and no other fans), or the CPU fan only and a case fan (which would mean the pump is dead). I have a similar setup and it shows 4 fans running on mine (CPU fan, pump, 2 case fans).

Those.. those damn coolers. They look really, really nice, a good change from the stock cooler than Intel has been showing for years.
They look better than some aftermarkets even.
